Application Received: Mon 21 Sep 2020
Application Validated: Mon 21 Sep 2020
Address: Exmouth Junction Gateway Site Land Off Prince Charles Road Exeter EX4 7EE
Proposal: Redevelopment of the site and construction of a part 3, part 5 storey building containing 51 residential units with associated access and servicing arrangements, car parking, landscaping and infrastructure ancillary to the residential use.
Application Type: Full Planning Permission
Case Officer: Matthew Diamond
Ward: Pennsylvania
Applicant Name: Eutopia Homes (Exmouth) Ltd
Agent Name: Miss Lorna Henderson
Agent Company Name: Eutopia Homes Ltd
Agent Address: The Stables Little Coldharbour Farm Tong Lane Tunbridge Wells
Environmental Assessment Requested: No
Impact: Several Buddleia shrubs are likely to be removed by the entrance corner. The cover photo shows several small upright trees - most liklely a type of fastigiate such as Field maple, Beech or Oak. The added footfall of up to 51 people across this 1 / 2 / 3 bedroom block of flats will increase general pollution. The biggest concern is the site is next to a busy round about and will further add to congestion. Lack of car parking will cause residents great frustration and will see an increase of cars being parked in other nearby communities.

Impact: A mature and established Common ash tree (not affected by Ash Dieback during my two inspections) will be removed to make room this over-sized set of student flats. With the right mindset of the developers and planners this great tree could easily be retained which would benefit all.

Impact: Some of the existing hedgerow will be removed / reduced. The plans advise that the mature Deodar cedar tree to the right of the builders access will be left alone. A small number of mixed tree species will be planted around the grounds which will help attract wildlife. Assuming the mature Deodar cedar is left alone then the overall planning proposal would be positive. However - it would need to remain the original 60 beds to allow a more comfortable living experience.

Impact: Currently the area is fairly open with a hedgerow on one side. There are no mature trees on the site. The proposal is a set of office buildings and car parking. Unless a suitable amount of trees is planted to offset the pollution created by  the general use of the site, this planning proposal will have a negative effect. As per the Councils current guidelines - all planning should try and aim for a minimum of 30% canopy cover.

Impact: Assuming the construction of the three new houses goes by normal development standards it is highly likely that all of the current trees and shrubs will be removed. The current canopy cover is close to 100% and it's likely with the three new houses and parking it will be 10% or less.

Impact: There are many established hedgerows and nearly all of the trees within the proposal are mixed species within the hedgerows. The plans indicate a lot of ivy will be removed and a fair amount of large shrubs / trees will be 'managed' by either felling / flailing / general tidy up. Extreme caution needs to be taken when 'managing' these hedgerows due to the amount of disturbance to the wildlife as well as a reduction of bio-diversity in the area. A lot of field elm (and hybrids) are noted which are likely to be infected with DED. These should be reduced in numbers and replaced with other native shrubs such as field maple, hawthorn and holly. It is not clear on how many trees are due to planted in the proposal, but based on the amount of land and reduction in hedgerows / trees - several hundred young trees / shrubs should be replanted. The nearest green space (park) is Chantry Meadows which is a small park and would take about 10+ minutes walk from the 'proposal'.
